June 2006 Minutes

Minutes of the regular meeting of the Board of Trustees of the Village of Hoffman, County of Clinton, and State of Illinois, held on Wednesday, June 14, 2006, at 7:00 P.M.


Meeting called to order by President Guile. The following trustees answered roll call:

The minutes of the previous meeting were read by the Village Clerk and approved as read.

Visitors recognized: No visitors were present.

The attached bills totaling $9,246.62 and $1,149.57 was presented for approval and payment. A motion was made by Abernathy and seconded by McCoy to pay the bills presented. Motion carried with no opposition.

Committee Reports:

Finance/Economic Development – Nowak spoke with Butch Hoerchler and the culvert cleaner is not available.

Health – Hohman stated that there is a mandatory mosquito meeting at the Clinton County Board. It was determined that Abernathy will attend. Attendance of the meeting will allow the village to receive free larvacide tablets from the county.

Ordinance/Zoning – nothing to report.

Park/Beautification –nothing to report.

Streets – nothing to report.


Utilities – McCoy gave an update on the lagoon. The compost box needs cleaned up.

Amendments to the Agenda – None

President’s Updates & Comments – President Guile stated he checked with the attorney regarding the lime pile across from Hoffman Seed House and this is not illegal. That area is zoned as agricultural.

The issue of board member Ryan Gammon’s lack of attendance to board meetings was discussed. He has missed six meetings to date. Village Clerk will send Mr. Gammon a letter asking his intentions regarding his position on the board.

Ball diamond equipment request from Bob Zimmerman was also discussed. This issue will be put on the agenda for the next meeting.

Clerk’s Updates and Comments –Hugo stated that she looked into the bonding for Toni Guile and it was determined that she is under a different category than Kim and Carla. Also Kim and Diana are still working together for clerk training.

Attorney’s Updates & Comments – Kuiken updated board members on action being taken by the Village regarding the Mays house. He will check on the mortgage and file the suit. He also discussed regulations on replacing, removing mobile homes. They cannot be replaced with non-conforming structures.

Unfinished business:
Lift Station Bypass – tabled

Culvert at FS Elevator - tabled

Web Page – Nowak is working on this. Nothing new to report.

Access Drive at Flush Hydrants on Route 161 East of Village – tabled

Update on Park Benches – Travis thanked everyone who helped. Three more benches are needed for the park, bike path, and basketball court area. A motion was made by Travis and seconded by Abernathy to purchase 3 more benches not to exceed $1,000. Motion carried with no opposition.

East 2nd & Pine Road Project – Tabled

Handheld Device for Meter Reading – President Guile stated that we have received the equipment and software. This project is now complete.
Dangerous Building Ordinance Violation – This issue was addressed under the Attorney’s comments.

Maintenance on Dugouts – Abernathy will meet with Tyberendts to get an estimate regarding the work. A motion was made by Travis and seconded by Abernathy to approve work not to exceed $1,200 for labor and concrete.

Bike Path Maintenance - This was covered under Update on Park Benches. Also Hohman stated she will contact someone regarding the bike path being re-sealed. A special meeting may be called regarding the re-sealing.

Alley Between Broadway and Oak - tabled

100 Block North Cherry West - it was reported that the property has been cleaned up.

Maintenance of Basketball Courts - Travis stated that the court has been power washed and the nets have been put up. She has the paint and stencils for the project. Travis will schedule a work time and contact board members. Also, the concrete needs to be looked at.

Second Dumpster for Village Hall - President Guile stated that an additional dumpster is not available. Brisk will empty the existing dumpster on Friday’s and Monday’s.

New Business:
06-07 Appropriation Ordinance - Board members reviewed and discussed the 06-07 Appropriation Ordinance. Two changes were made. Members will vote on this at the next meeting.

Transfer Funds into FSB General Fund Checking - Nowak will meet with Kim on the transfer and have a report for the next meeting.

Records Retention - tabled

Review of Modular/Mobile Home Ordinance - This was addressed under the Attorney’s comments.

Motion to adjourn by Abernathy, second by Hohman. Motion carried.
