Minutes of the regular meeting of the Board of Trustees of the Village of Hoffman, County of Clinton, and State of Illinois, held on Wednesday, May 10, 2006, at 7:00 P.M. Meeting called to order by President Guile. The following trustees answered roll call:
The minutes of the previous meeting were read by the Village Clerk and approved as read. Visitors recognized: Dusti Barker, Sara Renschen, Nathan Schaffer, Bryce Jones, Seth Knolhoff, John Delcour, Leland Knolhoff Mr. Delcour asked about getting sewer and water on his property. He requested information regarding hook up to city water and what permits would be needed. President Guile stated that a line has to be established. Mr. Delcour was given copies of sewer and water agreements for him to review and complete and also advised water is $500 and sewer is $300. Mr. Delcour will send the forms and a check to the Village. Mr. Delcour stated he is checking into the county mowing grass in the ditches. McCoy stated he would check into the Village mowing the grass. Although Leland Knolhoff did not sign in, President Guile gave Mr. Knolhoff the opportunity to address the board. Leland Knolhoff stated that in the past, he had been advised to move a car off of his property. He stated that there are two other cars in the Village that he felt should have the same action taken. A discussion was held regarding this issue. The attached bills totaling $12,966.27 and $1,061.55, plus $9,289.80 for an additional invoice for Kohnen Concrete was presented for approval and payment. A motion was made by Travis and seconded by Abernathy to pay the bills presented. Motion carried with no opposition. Committee Reports: Finance/Economic Development – none Health – Hohman stated that she has checked with Mike on mosquito spraying, but has nothing to report at this time. Ordinance/Zoning – Mike has a building permit for the Pauline Glenn building that needs to be signed by zoning committee. Park/Beautification –Travis reported that the Post Office project is near completion. Joyce and the mail deliverer thanked the Village for the work done. Streets – none
President’s Updates & Comments – President Guile stated that action has been taken on the Dangerous Building Violation Ordinance. He also indicated that Mike Abernathy had received a call regarding one of the buildings. He stated that clean up has been done at the Ready Mix Building and the Knolhoff Garage. Clerk’s Updates and Comments –Hugo stated that WCXO has requested the monthly agenda be faxed to them for broadcast. Hugo also stated that she and Diana have been continuing to work together on training. Attorney’s Updates & Comments – none
Culvert at FS Elevator - tabled Web Page – Dusti Barker, computer instructor from Carlyle High School introduced the students present who have worked on designing the Village of Hoffman web page. Ms. Barker gave a presentation on the web page. Ms. Barker stated that they need information on the history of Hoffman and any pictures to go along with that. Board members discussed costs. There will be a host charge from Netwitz. Members also discussed ways to show appreciation for Ms. Barker and students for the hard work they have done. Access Drive at Flush Hydrants on Route 161 East of Village – tabled Update on Park Benches – May 20, 2006, has been designated as park maintenance day. John and Bob have taken the boards off of the benches. Tammy has been working on cleaning up and painting the frames before the new benches get put on. East 2nd & Pine Road Project – This project is progressing and we are receiving bills for the work. Handheld Device for Meter Reading – President Guile passed around information regarding the handheld device. He will ask Carla and Mike to check on base support and training on the device and software. The estimated cost is $1,555.50. A motion was made by Abernathy and seconded by Nowak provided it is compatible to purchase this handheld device. Roll call vote: McCoy – yes, Travis – yes, Abernathy – yes, Hohman – yes, Nowak – yes.
Maintenance on Dugouts – tabled Benches Along Bike Path – Travis reported that she has requested estimates on benches for this project. Abernathy stated he has requested estimates on concrete. New Business: Alley Between Broadway and Oak – A discussion was held regarding the cleaning of the culvert and ditch. President Guile will contact Frontier regarding this issue. Nowak will contact Butch Hoerchler regarding the rental of culvert cleaning equipment. 100 Block North Cherry West – A discussion was held regarding this property being in violation of the Public Health, Sanitation, Nuisance Ordinance. Equipment needs to be removed from this property. It was determined that FS owns the property and someone else owns the equipment on the property. President Guile advised Hugo to send an ordinance violation letter to FS. Purchase of Roaster for Village Hall – A discussion was held regarding the purchase of roasters for the village. A motion was made by Abernathy to purchase two 25 lb roasters and one 10-pound roaster for the Village Hall. Seconded by McCoy. Motion approved with no opposition. Maintenance of Basketball Courts – Travis presented information on nets and painting of basketball court. President Guile stated that the lights needed to be fixed. He stated he would contact Tucker regarding repairs. A motion was made by Nowak and seconded by Travis to purchase equipment and supplies for the basketball court. Motion approved with no opposition. Bonding for Toni Guile – The insurance company sent a list of Village employees who are bonded. Toni’s name was not on the list. Hugo will check with insurance company regarding this issue. Second Dumpster for Village Hall – The second dumpster will be here Monday, May 15, 2006, for use during summer months. Motion to adjourn by Abernathy, second by McCoy.
